Why can I only download at 2K per second when I have
a 28.8 modem?
The confusion arises due to the difference between Kilobytes, which
is what download speeds are measured in, and Kilobits, which is
what modem speeds are measured in. There are 8 bits in a byte, 1000 bits
in a kilobit, and 1024 bytes in a kilobyte.
What this means is that a 28.8 Kbps modem can handle a maximum of 3.5 Kilobytes per second of data, including the actual connection to us, the data holding the TCP/IP packets together, and other essential information, as well as the file you are downloading. Add to this the fact that webservers are also handing files to people other than you, and a download speed of 2K per second suddenly seems quite reasonable.
